China Federation of Literary and Art Circles (CFLAC) is a national nongovernmental organization founded with the approval of the state in July 1949, three months before the founding of the People's Republic of China (PRC). Its mission is to unite and serve writers and artists, to train literary and art talents, and to promote the development and prosperity of literature and arts. The major functions of CFLAC are to enhance the unity of artists, establish networks through coordination and professional guidance, undertake membership administration, promote self-discipline, safeguard the rights and interests of artists and provide them with service in need.

CFLAC practices group membership. Now it has 55 group members, including 14 national associations of writers and artists (of which China Writers Association is an independent administrative organization), 32 provincial federations of literary and art circles, and 9 national federations of industrial/vocational nature. CFLAC National Congress is held every five years. Deputies are from all over the country, including those from the regions of Hong Kong, Macao and Taiwan. A national committee is constituted by election, and it in turn elects a presidium under which there is a secretariat to handle CFLAC's daily work. The current president is TIE Ning. The funding of CFLAC comes from the government, membership fees and public donations.

China Foreign Languages Publishing Administration, also known as China International Publishing Group, and now as China International Communications Group (CICG), was founded in October 1949 as the international news division of the national press administration of the Central Government led by communist leaders including Mao Zedong, Zhou Enlai and Chen Yi. It is an organization affiliated with the Central Committee of the Communist Party of China. Specializing in international communications serving the CPC and the state, CICG was the first comprehensive international communications institution established after the founding of the People’s Republic of China in 1949.

CICG has 21 affiliated organizations and superintends two social organizations, the Translators Association of China and the ?ina Esperanto-Ligo. It has 26 overseas offices in 14 countries and regions, including the United States, Canada, Britain, Germany, France, Russia, Egypt, South Africa, Mexico, Peru, Japan, Thailand and Hong Kong. Its international communications business covers six segments, including high-level international communication, publishing and distribution, cultural exchange, research and consulting, and industry services. Each year, it publishes over 3,000 book titles in more than 40 languages, and 36 periodicals in 14 languages. These CICG publications are distributed in more than 180 countries and regions, and CICG’s online and social media footprint covers all major global regions.

Over the past 70 years, CICG has played a central role in telling China’s stories to global audiences, particularly stories of China’s social and economic development, and the improvements made in the lives of the Chinese people. It is not only a major contributor to China’s international communication, publishing and distribution activities, but also strives to promote the development of friendly exchange between China and other countries. On September 4, 2019, Chinese President Xi Jinping sent a congratulatory letter marking the 70th anniversary of the establishment of CICG, lauding its contribution to China’s international communication over the past 70 years and urging it “to build itself into a world-class international communication organization that is strong in all areas.” CICG has taken the proposals given in this congratulatory letter and incorporated them into a medium and long-term development plan (2020-2030) that focuses on improving all-round institutional capacity for international communication, giving a real, lively and comprehensive view of China, and improving global understanding of China.
